Manager HPCN - Excellence & Standards

The Home Performance Stakeholder Council (HPSC) is a BC-based not-for-profit that supports the growth of the home performance industry by advancing market growth, capacity building, and quality workmanship. We work with contractors, manufacturers, suppliers, associations, utilities, and other partners to help grow a stronger whole-home retrofit market across British Columbia.

We are looking for a discerning, process-oriented manager who will play a key role in protecting the integrity and credibility of the Home Performance Contractor Network (HPCN). This role is designed for someone who would thrive at ensuring consistency and compliance with policies & procedures, leading investigations, and collaborating with program partners. 

What you will do

Compliance & Investigations

  • Analyze contractor documentation and activities to assess compliance with HPCN’s requirements, policies and procedures. 
  • Identify gaps, risks, trends and opportunities for improvement in network affiliation and maintenance processes. 
  • Assess findings and recommend/implement appropriate actions in accordance with network standards, procedures, and identified improvement opportunities. 
  • Oversee the homeowner complaints process, including intake, investigation, analysis of evidence, determination of findings, and communication of outcomes in accordance with established policies and procedures.
  • Provide functional oversight and coordination of contracted technical experts, ensuring clarity of scope, consistency of approach, and alignment with HPCN requirements. 
  • Review, synthesize, and apply technical findings from expert assessments to resolve complaints; informing key stakeholders on compliance decisions and risk mitigation actions. 
  • Provide data for reports and visualizations based on provided requirements. 


Program Partner Relations

  • Collaborate with the Senior Manager of Operations in coordinating day-to-day operational activities
  • Support HPCN rebate program partners with issues related to contractor compliance, information sharing, data findings, issue escalation, complaint resolution and process improvements.
  • Coordinate with program partners and technical experts on quality assurance matters, including interpretation of findings, issue escalation, and resolution of complex or disputed cases.

Required Qualifications

  • Post-secondary education in a relevant field with a minimum of 5 years experience in program or project management. An equivalent combination of education and experience may be considered in lieu. 
  • Experience developing and implementing policies and procedures, while coaching others on consistent application and adherence. 
  • Experience conducting investigations, assessing evidence, preparing findings, and making recommendations. 
  • Strong customer service and mediation experience, particularly in complaint processes. 
  • Experience in decision-making roles that require resolving complex issues. 
  • Proficiency in analyzing and interpreting data from multiple sources to identify risks & root causes; using these to devise strategic improvements (Advisory experience is an asset).
  • Experience working closely with technical specialists, inspectors, auditors, or subject-matter experts in regulatory programs or standards-based environments. 
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint).
  • Proficiency with CRM or case management systems.

Preferred assets

  • Experience working in the energy efficiency sector; home performance, construction, and/ or trades industry. 
  • Experience in the non-profit sector; working with associations, boards, and/or member-based organizations. 

Working conditions and compensation 

This is a full-time position (37.5 hours per week). Hours of work are generally Monday to Friday between 8:00 a.m. and 5:00 p.m. PST, with flexibility in scheduling based on operational needs. This is a fully remote role open to individuals legally permitted to work in Canada. 

The successful candidate will be responsible for providing their own office space. A laptop and necessary work equipment will be provided. Occasional travel may be required. A satisfactory criminal record check, relevant to the duties of the position, will be required as a condition of employment.

Compensation: The hiring salary for this position is CA$75,000–$80,000, depending on experience and sector fit, plus 100% employer-paid benefits. The position starts with 4 weeks of vacation. Staff receive additional time off during the HPSC's office closure between Christmas and New Year's.

Start date: As soon as possible and flexible for the right candidate.
